Building your withdrawal button
in-house: what does it really cost?
Last reviewed on
Do you sell online to consumers in the EU? The withdrawal button is a European obligation (Directive (EU) 2023/2673), applicable since 19 June 2026. At first glance, building an in-house withdrawal button looks simple: a few days of dev, an HTML form, an archiving endpoint. The reality is denser. This page objectively costs the total over three years, taking maintenance, regulatory monitoring and the risk of error into account. The calculator below estimates your specific case.
Total-cost calculator
How much your project will cost you, in-house dev or SaaS
Five parameters, instant calculation of the total cost of ownership over three years. The estimates draw on 2026 market rates and the timescales observed by technical teams that have implemented comparable regulatory buttons.
Your parameters
Total cost over 3 years
19 650 €
That is 27.2× cheaper with BackToMe over three years. A difference absorbed from the very first month thanks to the initial dev you avoid.
In-house dev
20 400 €
Initial dev2 400 €
Recurring / year6 000 €
BackToMe
750 €
That is 250 € a year for 1 site, maintained compliance included.
Calculation assumptions (click to expand)
- Initial dev: person-days × day rate. First site at 100 %, additional sites at 30 % for duplication/adaptation.
- Technical maintenance: 0.5 person-day a month per site (security updates, monitoring, backups).
- Regulatory monitoring: 2 person-days a year, shared across all sites (tracking the transposing legislation, the regulator's guidance, case law).
- Major updates: 1 person-day a year per site (changes to the rules, new administrative requirements).
- Hosting and infrastructure: 50 € ex. VAT a month per site (server or edge function + storing the archives for three years).
- BackToMe: public price of 25 € ex. VAT/month or 250 € ex. VAT/year per site. 7-day free trial.
- Not counted: the cost of any regulator sanction in the event of non-compliance (in Ireland, the CCPC, up to €60,000, or at least 4% of turnover for widespread infringements), and the automatic extension of the withdrawal period to 12 months and 14 days (rule harmonised by Directive 2011/83/EU).
The four cost items
What in-house development really involves
Initial development is only a quarter of the real cost over three years. The other three items are often underestimated at the point of decision.
Initial development
Three to five person-days to analyse Directive (EU) 2023/2673 and its national transposition, then build the button, the structured form, the sending of an acknowledgement of receipt on a durable medium, the timestamped audit log with a SHA-256 cryptographic fingerprint, integration on the site and functional testing.
Ongoing technical maintenance
Security updates, browser compatibility, hosting (server or edge function), error monitoring, backups of the archives for at least three years. Reckon on half a day a month as routine, plus one-off interventions.
Regulatory monitoring
Keeping track of the national regulator's guidance (in Ireland, the CCPC), changes to the transposing legislation, and case-law decisions that can be applied here. Miss an update and you fall out of compliance without knowing it.
The cost of mistakes
If a compliance requirement is misread (non-compliant wording, no timestamp that holds up, acknowledgement of receipt on a non-durable medium), the regulator can impose sanctions. In Ireland, the CCPC can levy an administrative fine of up to €60,000 (Consumer Rights Act 2022), or at least 4% of turnover for widespread infringements (Omnibus Directive (EU) 2019/2161).
Seven-criteria comparison
In-house development vs SaaS solution
When building in-house makes sense
Two cases where in-house development holds up
SaaS is not the universal answer. In these two configurations, in-house development remains rational.
Mature technical team
You have a full-time senior developer, a single site to equip, fewer than one withdrawal a month, and the capacity to handle regulatory monitoring in-house (an in-house lawyer or a firm on retainer). Over three years, the marginal cost is low.
Specific business-line integration
Your withdrawal flow needs to be deeply integrated with a proprietary ERP, a specific accounting package or a non-standard information system that no SaaS covers natively. The cost of bespoke integration justifies building it.
For every other case
If you run several sites, if your technical team already has its priorities, if you don't want to carry regulatory monitoring yourself, or if you are under pressure from the 19 June 2026 deadline, a dedicated SaaS is almost always cheaper over three years and far safer.
